Orchard Drive near Hurricane in Putnam County, WV looked more like a roaring river Thursday evening. A downpour quickly sent their shallow creek into the road. Neighbors in the community said they've been asking the state to help them make the creek deeper, fix culverts and fix the road. They've been in contact with numerous state agencies.
