Over the next 48 hours, it is forecast to cross the Chinese&nbsp;provinces of&nbsp; Shanghai and Anhui, weakening and dissipating. Heavy rain and strong winds may continue to affect Shanghai, Zhejiang and Anhui provinces over 17-18 August.&nbsp;</li> <li>Meanwhile, Tropical Cyclone BEBINCA continued moving over the South China Sea and made landfall close to Hai Nhan (Tinh Gia district, Thanh Hoa, Vietnam) on 16 August evening UTC as tropical storm. Over the next 48 hours, it may head southwest-west over the Vietnamese province of Cao Bang, northern Lao PDR and northwestern Thailand, weakening and dissipating. Heavy rain and strong winds may affect these regions over 17-19 August.</li> <li>A new Tropical Cyclone named SOULIK formed over the North West Pacific Ocean on 15 August, close to Guam.
