      <title>Philippines, China - Tropical Cyclone USAGI</title>
      <description>
		&lt;ul&gt;
    &lt;li&gt;Powerful Typhoon USAGI has strengthened significantly while heading between Philippines and Taiwan. At &amp;nbsp;00:00 UTC on 20 September it had a max. sust. wind speed of 259 km/h (equivalent to a Category 5 on the Saffir-Simpson scale) and its centre was located ca. 380 km east of the Babuyan Islands of the Philippines.&lt;/li&gt;
    &lt;li&gt;In the next 24h, it is forecast to weaken slightly while heading WNW.&lt;em&gt; &lt;/em&gt;It is expected to pass just north of the Batanes islands (Philippines) later on 20 September and south of the southern tip of Taiwan on 21 September. Later on, it is expected to move in the general direction of the Guangdong coast in China. Both Batanes and southern Taiwan could be affected by Typhoon-force winds and heavy rainfall in the next 24/48h.&lt;/li&gt;
    &lt;li&gt;In the Philippines an (unusual) Public Storm Warning Signal (PSWS) #4, meaning potentially destructive winds of more than 185 km/h expected in at least 12 hrs, was in effect for the Batanes islands as of 03:00 UTC on 20 September, while Warning Signals of lower level were in effect for Calayan, Babuyan islands and northern Luzon. Heavy to very heavy rainfall could affect northern Luzon.&lt;/li&gt;
    &lt;li&gt;In Taiwan, a Typhoon Warning is in effect, alerting against strong winds in the south and heavy to torrential rainfall in large parts of the island.&lt;/li&gt;

      <title>Philippines, China - Tropical Cyclone USAGI</title>

		&lt;ul&gt;
    &lt;li&gt;USAGI formed on 16 September in the western Pacific and started moving in the general direction of the Batanes islands, between Philippines and Taiwan. At 00:00 UTC on 18 September it was a Tropical Storm (max. sust. wind speed 93 km/h) and its centre was located ca. 870 km E of the NE tip of Luzon in the Philippines. &lt;/li&gt;
    &lt;li&gt;In the next 48h it is forecast to keep moving WNW over water in the direction of the Batanes, strengthening to a Typhoon category 2 or above, packing winds with speeds of around 200km/h.&lt;/li&gt;
    &lt;li&gt;In the Philippines, where it is called ODETTE, it is expected to enhance the SW Monsoon, bringing rains and thunderstorms in the western parts of central and southern Luzon, Visayas and Mindanao.&lt;/li&gt;
