MANILA, Philippines — A magnitude 3.8 earthquake struck waters off Santa Monica, Surigao Del Norte on Thursday morning, state seismologists said. In its initial earthquake bulletin, Phivolcs said the tremor was reported at 10:37 a.m. with its epicenter spotted at 32 kilometers northwest of Santa Monica, in Surigao Del Norte province.
