Bebinca is now a tropical storm west of Guam.

WATCHES AND WARNINGS
--------------------
A tropical storm warning remains in effect for Guam, Rota, Tinian
and Saipan. Tropical storm conditions, including winds at least
39 mph, are expected through the rest of the morning, then may
slowly decrease this afternoon.

DISCUSSION AND OUTLOOK
----------------------
At 700 AM CHST...2100 UTC...the center of Tropical Storm Bebinca
was located near Latitude 13.6 degrees North and Longitude
144.0 degrees East. Bebinca is moving west-northwest at 13 mph.
It is expected to make a slight turn toward the northwest with a
slight decrease in forward speed through Thursday as it continues
to move away from the Marianas. Heavy rain and gusty winds will be
slow to decrease due to the monsoon flow east and south of Bebinca.

Maximum sustained winds have increased to 40 mph. Bebinca is
forecast to intensify over the next few days. Bebinca may possibly 
become a typhoon Friday, well northwest of the Marianas.

Tropical storm force winds extend outward from the center up to
100 miles to the northeast and up to 30 miles elsewhere.
