DISCUSSION AND OUTLOOK

At 700 AM CHST...2100 UTC...the center of Tropical Depression
Nokaen was located near Latitude 16.7 degrees North and Longitude
133.3 degrees East. Nokaen is moving east-southeast at 13 mph. It
is expected to make a turn toward the south with a slight
decrease in forward speed through Thursday.

Maximum sustained winds have decreased to 35 mph. Nokaen is forecast
to maintain this intensity through tonight, before weakening 
considerably thereafter as it retrogrades to the south-southeast well
northwest of Yap and dissipates as a significant tropical cyclone.
