Invest 98W has been upgraded to Tropical Depression 16W. The 
system has shown fairly rapid organization over the last 24 hours.

A Tropical Storm Watch has been issued for Agrihan, Pagan, and 
Alamagan.

A Tropical Storm Watch means that tropical storm conditions,
including winds of 39 to 73 mph, are possible within 48 hours.

At 100 PM CHST...0300 UTC...the center of Tropical Depression 16W
was located near Latitude 18.5 degrees North and Longitude
147.6 degrees East. 16W is moving west at 3 mph. 16W is forecast to 
intensify through tonight, crossing near Agrihan, or Pagan Friday 
afternoon. It is expected to make a turn toward the northwest 
with a slight increase in forward speed through Friday. Maximum 
sustained winds are 30 mph.

through tonight, possibly becoming a tropical storm Friday as it 
passes near or north of Agrihan.
