DISCUSSION AND OUTLOOK

At 100 AM CHST...1500 UTC...the center of Tropical Depression 28W was
located near Latitude 24.8 degrees North and Longitude 143.1 degrees
East. 28W is moving north at 9 mph. It is expected to turn toward the
west with a decrease in forward speed through Tuesday. This forecast
track will bring it close to southern Japan later this week.

Maximum sustained winds are 35 mph. 28W is forecast to intensify
through Tuesday possibly becoming a tropical storm later today.
