This local statement provides information and recommended action for people on Yap, Ngulu, Ulithi, Fais, Faraulep, Woleai and Satawal in Yap State. .WATCHES/WARNINGS... A Tropical Storm Warning has been issued for Ulithi and Fais in Yap State. The Tropical Storm Warning for Satawal in Yap State is cancelled. A Tropical Storm Warning remains in effect for Faraulep and Woleai in Yap State. A Tropical Storm Watch remains in effect for Yap and adjacent coastal waters, and Ngulu in Yap State. A Tropical Storm Warning means that tropical storm conditions, including damaging winds of 39 to 73 mph, are expected within the next 24 hours. A Tropical Storm Watch means that tropical storm conditions are possible within the next 48 hours. .STORM INFORMATION... At 7 AM ChST, the center of Tropical Storm Hagupit was located near Latitude 7.4N, Longitude 144.3E. This was about 25 miles east of Woleai, 85 miles south of Faraulep, and 305 miles east-southeast of Fais in Yap State. Hagupit is moving west at 12 mph. It is expected to make a slight turn toward the west-northwest with a slight decrease in forward speed through Friday as it moves across central Yap State. Maximum sustained winds remain at 40 mph. Hagupit is forecast to maintain this intensity through tonight before gradually strengthening Friday, potentially becoming a strong tropical storm early Saturday. Tropical storm force winds extend outward from the center up to 100 miles to the north and northeast. .SITUATION OVERVIEW... Hagupit remains a weak Tropical Storm just east of Woleai this morning. TS Hagupit is moving west, and is expected to make a slight turn to the west-northwest this morning as it passes near Woleai. Hagupit looks to maintain this west-northwest trek over the next few days, remaining at its current intensity through tonight before gradually intensifying on Friday. The delay in intensification has allowed Satawal to be well out of the tropical storm force winds this morning, and the bulk of convection has shifted further west. So, the Tropical Storm Warning for Satawal has been cancelled. The latest forecast track and satellite trends bring Hagupit just north of Woleai, which places the atoll very near the TS winds. However, due to the disorganized, asymmetric structure of the storm, this track may keep Woleai within the lighter northwest to west winds as Hagupit passes. The latest forecast keeps Faraulep just within the tropical storm wind field through midday, and a Tropical Storm Warning remains in effect for Faraulep. Tropical storm conditions look to depart Faraulep and Woleai later this afternoon. As TS Hagupit's wind field expands and strengthens as it moves west-northwest, Ulithi and Fais are expected to see TS winds as early as Friday morning, and so a Tropical Storm Warning has been issued for these locations.
