WTUS82 KMLB 051539 HLSMLB FLZ041-044>046-053-058-141-144-154-159-164-247-254-259-264-347-447-547-647-747-060000- Tropical Storm Debby Local Statement Advisory Number 13 National Weather Service Melbourne FL AL042024 1139 AM EDT Mon Aug 5 2024 This product covers East Central Florida **LOCALIZED FLOODING AND GUSTY WINDS CONTINUING** NEW INFORMATION --------------- * CHANGES TO WATCHES AND WARNINGS: - None * CURRENT WATCHES AND WARNINGS: - A Tropical Storm Warning is in effect for Northern Lake and Southern Lake * STORM INFORMATION: - About 120 miles northwest of Leesburg FL - 30.2N 83.2W - Storm Intensity 70 mph - Movement North-northeast or 30 degrees at 8 mph SITUATION OVERVIEW ------------------ Debby made landfall around 7 AM as a category 1 hurricane near Steinhatchee, Florida in the Florida Big Bend. Debby has since weakened to a Tropical Storm and is slowing in movement to the north- northeast. Maximum sustained winds are near 70 mph. Rain bands associated with Debby will continue to move across east central Florida today into tonight. Locally higher rainfall totals will result from these rain bands repeatedly moving over the same locations. On top of what has already fallen so far today, additional rainfall accumulations of 1 to 3 inches from Brevard to Osceola and areas northward will be possible. Minor flooding in low-lying and urban areas is possible through the remainder of today. Ponding of water on roadways may also lead to hazardous driving conditions. A Flood Watch remains in effect for Lake County through 8 PM this evening. Rain bands associated with Debby will bring strong wind gusts up to 35 to 45 mph at times across east central Florida through this evening. A Tropical Storm Warning remains in effect for Lake County for the potential of frequent gusts to tropical storm force associated with Debby's rain bands today. A Wind Advisory also remains in effect for Volusia, Seminole, Orange, Osceola and Brevard Counties through 7 PM. A low risk for a brief tornado or two, embedded in rain bands, will be possible through this afternoon. The highest risk of tornadoes continues across northern portions of east central Florida. A Tornado Watch remains in effect across Lake, Orange, Osceola, Seminole, and Volusia counties through 4 PM. POTENTIAL IMPACTS ----------------- * WIND: Potential impacts from the main wind event are now unfolding across east central Florida. Remain well sheltered from hazardous wind having possible limited impacts. If realized, these impacts include: - Damage to porches, awnings, carports, sheds, and unanchored mobile homes. Unsecured lightweight objects blown about. - Many large tree limbs broken off. A few trees snapped or uprooted, but with greater numbers in places where trees are shallow rooted. Some fences and roadway signs blown over. - A few roads impassable from debris, particularly within urban or heavily wooded places. Hazardous driving conditions on bridges and other elevated roadways. - Scattered power and communications outages. * FLOODING RAIN: Potential impacts from the flooding rain are still unfolding across Lake County. Remain well guarded against dangerous flood waters having possible significant impacts. If realized, these impacts include: - Moderate rainfall flooding may prompt several evacuations and rescues. - Rivers and tributaries may quickly become swollen with swifter currents and overspill their banks in a few places, especially in usually vulnerable spots. Small streams, creeks, canals, and ditches overflow. - Flood waters can enter some structures or weaken foundations. Several places may experience expanded areas of rapid inundation at underpasses, low-lying spots, and poor drainage areas. Some streets and parking lots take on moving water as storm drains and retention ponds overflow. Driving conditions become hazardous. Some road and bridge closures. Potential impacts from the flooding rain are still unfolding across the remainder of east central Florida. Remain well guarded against locally hazardous flood waters having possible limited impacts. * TORNADOES: Potential impacts from tornadoes are still unfolding across East Central Florida. Remain well braced against a tornado event having possible limited impacts. If realized, these impacts include: - The occurrence of isolated tornadoes can hinder the execution of emergency plans during tropical events. - A few places may experience tornado damage, along with power and communications disruptions. - Locations could realize roofs peeled off buildings, chimneys toppled, mobile homes pushed off foundations or overturned, large tree tops and branches snapped off, shallow-rooted trees knocked over, moving vehicles blown off roads, and small boats pulled from moorings.
