Haiti - Tropical Cyclone Matthew

The official death toll following Hurricane Matthew in Haiti is currently reported as 336 people. However, figures are still being compiled and there are fears that the toll could be higher. Some 1.4 million people are in need of humanitarian assistance. More than 200 000 houses were severely damaged or destroyed according to partial assessments of damages.

Following the request by the Haitian Government on 4 October to the EU to activate the Union Civil Protection Mechanism (UCPM), offers of assistance are being mobilised from the Participating States in order to address the most urgent needs of the affected population in Haiti. So far, France, Netherlands, Spain and the United Kingdom are providing water purification modules, sanitation, shelter, non-food items, strategic sea transportation and engineering support.

A Union Civil Protection team of ten EU civil protection experts from Denmark, Finland, France, Romania and Sweden have been sent to Haiti. They travelled to the affected areas on 7 October to provide expertise and assist with emergency coordination, logistics, water and sanitation, and health. An additional expert has deployed by the UCPM to support UNDAC.

The staff of the ECHO office in Haiti with the support of two additional ECHO humanitarian experts from the region are carrying out assessments. Humanitarian partners have started to provide assistance, in close coordination with the Haitian authorities.

The EU's Copernicus emergency management service has provided satellite maps to assess damage and identify the most affected areas. 73 satellite maps have already been produced.

Haiti, Cuba, USA, The Bahamas - Tropical Cyclone MATTHEW

Tropical Cyclone MATTHEW continued moving north-west, strengthening into Category 4 Hurricane. On 7 October at 6.00 UTC, its centre was located 70 km east of Vero Beach (Florida), and 125 km south-east of Cape Canaveral (Florida). Heavy rain, strong winds and a storm surge of 2.6 m have already affected the Bahamas.

Over the next 24 hours, MATTHEW is forecast to move north-west, along the eastern coast of Florida (USA), weakening into a Category 3 Hurricane. Heavy rain, strong winds and storm surge may affect the areas along its path.

As of 7 October 6:00 UTC, a Hurricane Warning is in effect for the Northwestern Bahamas, and for Florida (USA). Emergency management authorities reported that more than 2.5 million people are under evacuation orders, mainly in Florida but also in South Carolina. Temporary shelters have been put in place.

In Haiti, according to official reports, as of 7 October early morning at least 108 people have been killed, 15 623 were evacuated to 152 shelters, and 1 855 houses were flooded in seven departments from South-East to North-West.

In the Dominican Republic, 4 casualties have been reported, 10 950 people are displaced in family houses, 903 are in 17 official shelters, 2 190 houses are partially damaged, and 25 are destroyed. Six communities are without road access.

In Cuba, 1 079 000 people living in vulnerable areas or
in precarious housing conditions have been protected by evacuation
    measures.

ECHO will provide an initial amount of EUR 255 000 to fund humanitarian assistance for those most affected in the Caribbean. ECHO has also reinforced its office in Port-au-Prince (Haiti) with one rapid response coordinator and one security/logistics officer.

The EU Civil Protection Mechanism has been activated in response to a request for assistance from the Government of Haiti. An EU Civil Protection Team, composed of 10 experts from five countries (DK, FI, FR, RO, SE) and one ERCC Liaison Officer, has been deployed to Haiti on 6 October. One EU Civil Protection expert from Finland has also been associated to the UNDAC team.

The European Emergency Response Capacity has been triggered to deploy two Water Purification Modules (both able to purify 250 000 litres of water per day) registered by France. The UK and Spain have offered almost 7 000 water purification units, as well as various water, sanitation and hygiene (WASH) items as in-kind assistance (e.g. jerry cans, tarpaulins, buckets, solar lights).

Tropical Cyclone MATTHEW made landfall near Les Anglais (south-western Haiti) on 4 October at 11:00 UTC, as a very intense Category 4 Hurricane, with max sustained winds of 230 km/h. It then crossed the department of Grand'Anse (south-western Haiti) and moved towards Cuba, still as an intense Category 4 Hurricane. It made a second landfall near Juaco (eastern tip of Cuba) on 5 October at 0.00 UTC, as a Category 4 Hurricane, with max sustained winds of 220 km/h and continued moving north-west off the northeastern coast of Cuba. On 5 October at 6.00 UTC, its centre was located 130 km west south-west of the Great Inagua island (The Bahamas) and had max. sustained winds of 205 km/h. Very heavy rains and strong winds affected Haiti, south-eastern Cuba and Dominican Republic, during its passage.

Very heavy rain, very strong winds and storm surge may still affect Haiti, Cuba, Dominican Republic, Western Jamaica, the Bahamas and Turks and Caicos Islands, Florida (USA) over 5-8 October. Due to the slow foreward movement of the storm system (less than 10km/h), the storm's strength and impact is being intensified.

As of 5 October 6:00 UTC, a Hurricane Warning is in effect for Haiti and the Cuban provinces of Guantanamo, Santiago de Cuba, Holguin, Granma and Luas Tunas, southeastern, central and northwestern of The Bahamas as well as for the coastal areas from Golden Beach until Indian River county (Florida State, USA). A Tropical Storm Warning is in effect for southern Dominican Republic, Turks and Caicos islands and eastern coast of Florida State.

Local media, as of 5 October early morning (UTC), reported in Haiti: four people have been killed, of which two in Les Cayes city, one in Port Salut city (South department) another in Haut Jaboin (Southeast department), three people have been injured in Port Salut, over 10 000 people evacuated and more than 140 houses damaged in the Departments of Grand'Anse, Nippes, South and Southeast. Media also reported, as of 5 October, in Dominican Republic: two people dead in Santo Domingo capital, over 14 600 people evacuated, over 400 houses damaged. In Cuba: 900 000 evacuated in the northeastern provinces as well as in The Bahama: hundreds evacuated in Grand Bahama and Family islands.

This is the strongest hurricane in the region in 52 years. The Haitian Government has officially launched a request for humanitarian assistance as well as a specific assistance request to the EU Civil Protection Mechanism.

Caribbean - Tropical Cyclone MATTHEW UPDATE

On 29 September, Matthew was upgraded to a Category 1 hurricane with maximum sustained winds increased to near 110 km/h. Gradual strengthening is expected during the next 48 hours (up to Category 2 Hurricane).

Matthew crossed on 28 September over Barbados, St. Vincent and the Grenadines, St. Lucia and Dominica. The islands received copious amounts of rainfall. National Emergency Management Offices are assessing the situation; only minor damage has been reported to date and no immediate needs reported. However, more assessments are awaited as rains are ongoing.

Projected track: A sharp turn of the hurricane to the north is expected by Saturday. Projection models vary greatly with possible landfall between Sunday and Monday anywhere from central Cuba in the west, Jamaica in the middle, and Haiti in the east. Additionally, wave height projections show up to 6.5-meter-high waves might affect Haiti, Bahamas, Cayman Island, Jamaica and Cuba. Tropical Storm Watch continues for Curacao, Aruba and Bonaire, Venezuela and Colombia

The Caribbean Disaster and Emergency Management Agency (CDEMA) placed its Regional Response Mechanisms on alert and are in contact with national emergency management offices in the affected areas. UNDAC system on standby in case international assistance is required. Regional humanitarian partners are on alert and monitoring the progress of the situation.
Caribbean - Tropical Cyclone MATTHEW

On Wednesday September 28 2016, the tropical disturbance was upgraded to a Tropical Storm, which could turn into a Tropical Cyclone by Friday. Several Eastern Caribbean islands have been affected. A Tropical Storm Warning is currently in effect for Guadeloupe and Martinique, St. Lucia, Dominica, and St. Vincent and the Grenadines. A tropical Storm Watch is in effect for Bonaire, Curacao and Aruba.

Heavy thunder showers, with maximum sustained winds close to 95 km/h with higher gusts, are expected to strengthen during the next couple of days. Countries have taken precautionary measures and emergency operations centres are activated. A GDACS orange alert is in effect for Jamaica, and UNDAC are on stand-by for deployment.

St Lucia, Barbados, St Vincent and the Grenadines and parts of Dominica have experienced significant rainfall (+/- 100 to 150 mm), with more rainfall expected, and reports of flash flooding and swollen rivers.

The Tropical Cyclone's projected path is expected to turn to the north, with probable landfall somewhere between Cuba and the Dominican Republic. Residents of eastern Cuba, Jamaica, Haiti, and the Dominican Republic are to be prepared.

ECHO is in contact with countries, regional authorities and partners, as well as with EU Delegations. Contacts with Jamaica, Haiti and Cuba are increased, as these countries might be affected by the Tropical Cyclone's impact. CDEMA continues to monitor the system. The Regional Coordination Plan has been activated and the Regional Response Mechanism has been placed on standby.
