Philippines - Tropical Cyclone HAIMA UPDATE

Tropical Cyclone HAIMA continued moving north-west over the Philippine Sea significantly strengthening and becoming a very intense Typhoon. On 19 October at 0.00 UTC, its centre was located 385 km east of Casiguran (Aurora province, northern Luzon island) and had max. sustained winds of 259 km/h (equivalent to a Category 5 in the Saffir Simpson Hurricane Scale).

Over the next 24 h, it is forecast to continue moving north-west approaching the eastern coast of northern Luzon as a very intense Typhoon. Its centre may pass near or over Cagayan or Isabela provinces on 19 October afternoon/evening (UTC), as an intense Typhoon (with max. 1 min sustained winds of 240-260 km/h) and then heading for the provinces of Apayao and Ilocos Norte over 19-20 October. Very strong winds, heavy rains, with the risk of flash floods and landslides, and storm surge (total accumulation locally over 400 mm) could affect northern and central Luzon, including the areas already affected only less than one week ago by Typhoon SARIKA (locally named KAREN).

As of 19 October morning, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has issued Tropical Cyclone Warning Signals (TCWS) #4 for southern Cagayan and Isabela province and TCWS 3# for rest of Cagayan, Abra, Apayao, Ilocos Sur, Ilocos Norte, Mt.Province, Ifugao, Quirino, Kalinga and Northern Aurora as well as TCWS #2 and #1 for several areas of Luzon. The NDRRM (National Disaster Risk Reduction and Management Council) Operations Center is maintaining its Red Alert Status. According to media, as of 19 October, more than 50 000 people have been evacuated in Ilocos, Central Luzon and CALABARZON.

After having crossed the Philippines, HAIMA is forecast to approach the coasts of Guangdong (China) and Hong Kong on 21 October morning, keeping Typhoon strength (max. sustained winds of the order of 150-160 km/h, and affecting these areas with strong winds, rainfall and storm surge. JRC calculations estimate a max. storm surge of the order of 1.7 m in Jiesheng (Guangdong province, China) on 21 October at 13.00 UTC.
