United States of America - Hurricane HARVEY Update

Tropical Cyclone HARVEY is moving north-east over the Gulf of Mexico towards the south-western Louisiana coast as a Tropical Storm. Very heavy rains, strong winds, storm surge and severe flooding are affecting these areas.
According to media, as of 30 August at 6.30 UTC, the death toll has reached 18, more than 3 400 people have been rescued and at least 30 000 people have taken refuge in emergency shelters in the Huston area. Media also reported that three major flood defences have overflown in the Houston area.
According to national authorities, the government of Texas has issued the State of Disaster Declaration for 58 counties, while Louisiana has declared a state of emergencies.
The Copernicus Emergency Management Service is providing maps to national authorities. Six maps have been produced so far for Houston, Austin, San Antonio and Mathis areas.
On 30-31 August, heavy weather conditions could still affect upper Texas coast, south-western Louisiana as well as coastal Missisipi and Alabama, portions of Arkansas and Tennessee Valley.

Hurricane HARVEY made landfall on 26 August near Rockport (Texas) as a Category 4 Hurricane. It then moved inland, weakening. On 28 August, HARVEY became a Tropical Storm and its center is located approximately 35 km north of Port O'Connors (Texas). Very heavy rains, strong winds and storm surge are affecting south-eastern Texas.
As of 28 August, according to media, five people have been killed, a dozen have been injured and at least 2 000 people have been rescued in southern Texas.
HARVEY is expected to continue producing extreme rainfall over south-eastern Texas and south-western Louisiana over the next few days. Total rainfall could reach 1 200 mm over upper Texas coast, including Huston area.
The severe and life-threatening flooding could continue in south-eastern Texas. Flash flood emergencies are in effect for portions of this area. A tropical storm warning is in effect from Mesquite Bay to High Island (Texas).
