      <title>China, Philippines â€“ Tropical Cyclone UTOR</title>
      <description>
		Typhoon UTOR (LABUYO in the Philippines), after making landfall on 11 Aug evening (UTC) near Casiguran (Aurora Province, Luzon), traversed Luzon, weakening, and emerged over the South China Sea on 12 August morning (UTC). At 00:00 UTC 13 August its center was located over water ca. 420 km SSE of Hong Kong and 480 km E of Hainan (China), and it had a max sust. wind speed of 185 km/h; it was heading NW towards south-eastern China.
In the Philippines, during its passage, very strong winds and heavy rains affected parts of Luzon. As of early 13 August (UTC), there were: 2 dead, 1 people injured, 11 people missing, 137 374 people affected in 4 regions of Luzon (Region I, II, III, V, CAR), 27 727 people inside 83 evacuation centers and 2 079 houses damaged (245 completely damaged) mostly in Region III. 
In the next 24h, it is forecast to continue moving NW, maintaining Typhoon strength, towards the Chinese coast of Guangdong and Hainan. It might approach the coasts of SW Guangdong on 14 August, then move inland weakening. 
In China, a Red Typhoon Warning has been issued by China Meteorological Administration (as of early 13 August, UTC). On 14-15 August strong winds and heavy rains might affect parts of Hainan, Guangdong and Guangxi provinces. JRC storm surge calculations, using as input the data of 13 August 00:00 UTC, indicated a possible storm surge of the order of 1.6-2.0 m in the coastal area near Dianbai (Guangdong Province) for 14 August morning (UTC).
