Philippines, Vietnam, Lao PDR, China - Tropical Cyclone NARI

Tropical Cyclone NARI (SANTI in the Philippines) made landfall in Aurora province, eastern Luzon, in the early afternoon of 11 October (UTC) as a powerful Typhoon; a few hours before landfall it had a max. sust. wind speed of 195 km/h (equivalent to a Category 3 in the Saffir-Simpson scale). It traversed central Luzon from east to west and emerged, only slightly weakened, in the South China Sea late on the same day.

The strong winds and heavy rainfall by the passage of NARI caused damage and casualties in central Luzon. Early on 14 October NDRRMC reports 13 people killed, 32 injured, 7 missing, 44 151 houses damaged (8 720 of which totally) and 96 229 people displaced, ca. 6 561 of which in 42 evacuation centres. Up to 2 million people suffered power cuts and extensive flooding was reported in Bulacan province.

NARI regained strength over the South China Sea while heading towards Vietnam. At 00:00 UTC on 14 October it was a Typhoon with a max. sust. wind speed of 158 km/h and its centre was located 300 km off the Vietnamese coast. It is expected to make landfall near the major city of Da Nang late on 14 October and then move inland over Laos, weakening.

Strong winds and heavy to very heavy rainfall should affect the central provinces of Vietnam and southern Laos on 14-15 October. JRC indicates a possible storm surge of around 1.3m at Da Nang late on 14 October. Heavy rains could also affect Hainan province of China. A Typhoon Warning is in effect by Vietnamese Meteo and an Orange Typhoon warning is in effect by the Chinese Meteorological Administration.

ECHO is deploying an expert on 14 October.
