Declan Media Advisory No.2005-69 A tsunami warning system for Europe and the Mediterranean region Paris, November 18 - The first steps towards a tsunami warning system for the North-Eastern Atlantic Ocean, Mediterranean and connected seas, will be taken next week at a meeting to be held in Rome (November 21-22)*. The meeting is being organized by UNESCO's Intergovernmental Oceanographic Commission (IOC)**, which established the tsunami warning system for the Pacific and, over the past year, has coordinated the establishment of the Indian Ocean Tsunami Warning and Mitigation System. This year, Portugal commemorated the 250th anniversary of the Lisbon tsunami that on December 1, 1755, destroyed the city and affected many other towns and cities on the Iberian Peninsula, across northern Africa and the rest of the European coastline. While this was undoubtedly the worst such event on recent record in the region there have been others: in Norway for example in 1905, or more recently Algeria in May 2003. Despite this, there is no effective early warning system for the region. The Rome meeting will be the first meeting of the Intergovernmental Coordination Group (ICG) established at the IOC's General Assembly last June. The ICG has the responsibility of managing the system. It is made up of representatives from IOC Member States in the region, whose immediate task will be to assess present detection facilities and explore ways of coordinating a single, regional system. The ICG will also begin work on guidelines for coastal planning and management. ICG members contributing major systems and technology to the project will report on their progress in areas such as: plans for observing instrumentation; communications equipment; data systems; and warning centers. The ICG has the responsibility of managing the system. It is made up of representatives from IOC Member States in the region, whose immediate task will be to assess present detection facilities and explore ways of coordinating a single, regional system. He indicated in his submission to DPRM (requested from them directly) that he could develop a (research) programme on transmission dynamics of HUMAN influenza, provided that he would be given a preparation time of at least one year and human resources. This mainly due to the fact that theoretical modelling work has to be validated by data and the quality and availability of the relevant data is not known or has not been assessed yet. In this sense, the paragraph under 5.8.2 of the briefing paper for the Cabinet should be made more concrete by adding ''To achieve that a preparatory work of at least one year for the establishment of a research activity within JRC will be necessary. This period is essential also for the development of the network within Europe (ECDC, MS, WHO) that is going to provide the data needed to validate the theoretical modelling work.'' By this, we would avoid a potential misinterpretation of the text, namely that the JRC could (now) provide scenarios for the spread of the infection…. Perhaps it is useful to insert this clarifying addition (see enclosure). Please note that such an activity has not been foreseen in our work programme and actually would lie outside our core business. N. Stilianakis is presently engaged in the assessment of the links between air pollution (with special focus on particulate matter) and health effects. We foresee in our planning a further engagement of him in this area. I would not recommend that the IES takes up this particular research activity due to the lack of critical mass (1 person only with relevant expertise). We could however provide some assistance to DG SANCO if needed by them. This specific type of support should however be discussed with them, because DG SANCO would certainly be relying on support from other bodies (WHO, ECDC, MS Health and Veterinary Authorities) in case of a pandemic. We have noted several cases of administrative arrangements being presented for the director's signature without ever having passed through the MSU and, even more worrying, cases where we have not even been consulted on the related staff costs. During the negotiation phase of a new competitive contract there are two moments when operational units must consult with the MSU: (1) the cost evaluation phase - in order to prepare a correct calculation of the costs - note that these costs vary year-on-year. Therefore, before embarking upon negotiations with the customer you should first consult the MSU. For example, the overhead cost for third party and SupCom work is considerably higher in 2005 than it was in 2004. (2) during the contract negotiation phase - even if the contract, or administrative arrangement, is a standard contract issued by the customer DG, this should be checked by the MSU, and when ready for signature, should be submitted for the director's signature by the MSU. An original contract should be maintained in the MSU's files (if there is only one original for IPSC then it is the operational unit which keeps a copy). Competitive Proposals and cost evaluation

Dear all, Could I please remind you that all proposals for competitive work in the widest sense (FP6, Support to the Commission - i.e. bilaterally agreed Admin Arrangements with DG's, and Third Party Work) should always pass through the MSU. We have noted several cases of administrative arrangements being presented for the director's signature without ever having passed through the MSU and, even more worrying, cases where we have not even been consulted on the related staff costs. During the negotiation phase of a new competitive contract there are two moments when operational units must consult with the MSU: (1) the cost evaluation phase - in order to prepare a correct calculation of the costs - note that these costs vary year-on-year. Therefore, before embarking upon negotiations with the customer you should first consult the MSU. For example, the overhead cost for third party and SupCom work is considerably higher in 2005 than it was in 2004. (2) during the contract negotiation phase - even if the contract, or administrative arrangement, is a standard contract issued by the customer DG, this should be checked by the MSU, and when ready for signature, should be submitted for the director's signature by the MSU. An original contract should be maintained in the MSU's files (if there is only one original for IPSC then it is the operational unit which keeps a copy). As you asked for our feedback, here is a specific remark, which may perhaps apply also to other areas (that is, "work packages"). During his presentation on Work Packages 12 and 13, Dr. Leonhard Meyer from FZK very clearly showed that the current modelling activities within WP12-2 Containment Atmosphere Mixing consist of: - condensation modelling, - spray modelling, - modelling of interaction between passive autocatalytic recombiners and atmosphere. However, I did not find this enumeration on the SARNET ACT (at least, under the WP12-2 team site). Thus, I would not have such a clear picture of the modelling activities within WP 12-2, had I not listened to Dr. Meyer's presentation. So, what I miss on the SARNET ACT (among other things, about which I will write some other time) is a clear overview of what is going on in different work packages. The description of every activity does not need to be included, a simple enumerative categorization would suffice. Of course, this is a personal opinion, with which perhaps other SARNET members would not agree.
