Philippines - Tropical depression NINETEEN (ECHO 19 Oct 2020)Mon, 19 Oct 2020 13:02

  • A newly formed tropical depression named NINETEEN (locally known as PEPITO) is moving north-west over the Philippine Sea, towards northern Luzon Island (Philippines). On 19 October, its center was located about 450 km south-east of the central-eastern coast of Samar Island (central Philippines), with maximum sustained wind of 46 km/h. 
  • NINETEEN is forecast to strengthen as it moves north-west over the Philippine Sea. It is expected to make landfall on the morning of 20 October in the eastern coast of northern Luzon, close to Dilasag Municipality (Aurora Province), with maximum sustained wind up to 95 km/h (Tropical Storm). After that, NINETEEN is forecast to emerge in the South China Sea in the early morning of 21 October, as a Tropical Storm. 
  • A Tropical Cyclone Wind Signal no. 1 has been issued for coastal Aurora and Isabela Provinces (north-eastern Luzon). Over the next 24 hours, moderate rain to locally heavy rain is forecast over the central Philippines, from central Luzon to Caraga Region.

  • In Vietnam, due to the passage of tropical storm LINFA and NANGKA, heavy rainfall is affecting the central part of the country triggering floods and landslides that have resulted in casualties and widespread damage. 
  • The AHA centre reports, as of 21 October, up to 111 fatalities, 22 missing, around 66,500 evacuated and approximately 801,000 affected people. In addition, 160,000 houses, more than 360 schools, and several roads were reported damaged undermining relief efforts. TC SAUDEL is forecast to continue north-west and west-southwest across the South China Sea and will trigger additional heavy rain across the lower Mekong region.
  • In Cambodia, the death toll has increased to 34. About 156,137 households in 14 provinces are affected by flash floods. Houses, infrastructure (roads, schools, health centres) and agricultural land continued to be inundated.
  • In Laos, in Savannakhet province, 125 villages with nearly 30,000 people, have been affected. In the province’s Sepon district alone, 40 villages with nearly 1,000 households have been flooded. 
  • DG ECHO is closely monitoring the situation and evaluating a possible emergency intervention to assist the affected people in the region.

  • Tropical cyclone SAUDEL is moving west across the South China Sea. On 23 October, its centre was located offshore about 520 km southeast of the eastern coast of Hainan Island (China) with maximum sustained wind of 157 km/h.
  • According to the National Disaster Risk Reduction and Management Council (NDRRMC), after the passage of SAUDEL over northern Luzon (northern Philippines), more than 28,000 people have been sheltered in evacuation centres and 162,958 affected across the Regions of Cagayan Valley, Central Luzon and Calabarzon.
  • SAUDEL is forecast to pass very close to Hainan Island on 24-25 October and to make landfall over the North Central Coast Region of Vietnam on 25 October with maximum sustained wind up to 110 km/h.
  • On 23-25 October, heavy rain, strong wind and storm surge are forecast over most parts of the coastal area of Hainan and North Central Coast Region of Vietnam.
  • A Yellow Typhoon Warning for Hainan has been issued by the China Meteorological Administration.

  • Tropical Cyclone SAUDEL made landfall over central Quang Bình Province (central Vietnam) on 25 October as a tropical depression bringing heavy rain, strong winds and storm surge.
  • 700 families were evacuated in Quang Binh Province and travel disruption across Hainan Island (China). According to the National Disaster Risk Reduction and Management Council, more than 31,000 people were sheltering in evacuation centres and 165,763 affected across the Regions of Cagayan Valley, Central Luzon and Calabarzon (Philippines).
  • For the next 24 hours, heavy rain and strong winds are forecast over most parts North Central Coast Region of Vietnam.
  • Typhoon MOLAVE is also forecast to make landfall over Quang Ngai Province bringing more heavy rain, strong winds and storm surge.
