- A new tropical cyclone named MELISSA formed over the southern Caribbean Sea on the afternoon (UTC) of 21 October and started moving north toward Jamaica and Cuba as a tropical storm. On 22 October at 6:00, its centre was located offshore approximately 465 km south-east of Jamaica and 630 km south of southern Cuba, with maximum sustained winds of 85 km/h (tropical storm).
- MELISSA is forecast to continue north over the Caribbean Sea and to reach south-eastern Jamaica on very early in the morning of 27 October, with maximum sustained winds up to 139 km/h (category 1 hurricane).
- Very heavy rainfall, strong winds and storm surges are forecast over the whole of Jamaica, southern Haiti and the south-western Dominican Republic starting from 25 October. NOAA has issued a hurricane watch for southern Haiti and the south-western Dominican Republic and a tropical storm watch over Jamaica. In Haiti, UN OCHA activated the Anticipatory Action collective framework.

- Tropical Cyclone MELISSA is moving north-northwest over the Caribbean Sea while strengthening. As of 23 October at 06:00 (UTC), its center was located approximately 450 km south-southeast of Kingston, Jamaica, and 520 km south-southwest of Port-au-Prince, Haiti, with maximum sustained winds of 85 km/h (tropical storm).
- The effects of MELISSA in the Dominican Republic have resulted in almost 94,000 affected people and about 55 displaced persons, as reported by IFRC and UNICEF. Additionally, more than 50 aqueducts have been affected, impacting over 549,000 users.
- According to current forecasts, MELISSA is expected to continue northwest, then turn west before resuming a northwest trajectory over the next five days, potentially reaching hurricane strength. It may pass close to Jamaica and the southwestern portion of Haiti in the coming days.
- From 23 to 28 October, heavy rainfall and strong winds are expected across most of Hispaniola, Jamaica, and Puerto Rico. A hurricane watch is in effect for the southwestern peninsula of Haiti from the Dominican Republic border to Port-au-Prince while a tropical storm watch was issued for Jamaica.
- Partners started to pre-position stocks in Haiti and Jamaica while regional and sectorial coordination platforms have been activated.

- Tropical Cyclone MELISSA is moving northward across the central Caribbean Sea. As of 24 October at 6:00 (UTC), its centre was located approximately 250 km southeast of Kingston, Jamaica, and 425 km southwest of Port-au-Prince, Haiti, with maximum sustained winds of 75 km/h (tropical storm).
- According to media, MELISSA is already impacting Hispaniola island. In Marigot, southern Haiti, one person died due to a severe weather-related incident, while five others were injured in the Artibonite region.
- MELISSA is expected to continue northward, then turn northwestward, passing close to Jamaica and the southwestern portion of Haiti over the next couple of days, starting as of 25 October.
- From 24 until 26 October, heavy rainfall, strong winds, and storm surge are expected across most of Hispaniola, Jamaica, and Puerto Rico. Tropical storm warnings have been issued for the southwestern peninsula of Haiti - from the border with the Dominican Republic to Port-au-Prince - and for Jamaica.
- DG ECHO Partners in Haiti disseminated early warning messages, distributed cash transfers and prepositioned Non Food Items (NFIs), food, nutrition and health supplies. In the Dominican Republic, UNICEF and the Red Cross prepositioned NFIs.

- On 26 October, Hurricane MELISSA moved over the Caribbean Sea as a Category 4 hurricane. On 27 October at 6.00 UTC, its centre was located about 160 km southwest of Jamaica and 430 km southwest of Cuba, with maximum sustained winds of 240 km/h (Category 4).
- In Haiti, CDEMA reports three fatalities, five injuries, and 124 evacuated families. In Jamaica, IFRC reports 485 displaced people. In the Dominican Republic, one fatality, one missing person, and 94,000 affected people were reported, with over 3,500 evacuated as a precaution.
- MELISSA is forecast to make landfall in western Jamaica on 28 October around 12.00 UTC with winds up to 259 km/h (Category 5), then near Santiago de Cuba on 29 October morning with winds up to 204 km/h (Category 3).
- Copernicus Emergency Management Service () was activated on 26 October. WFP is preparing relief supplies from WFP, IOM, UNICEF, and PAHO in Barbados for sea transport via a French military vessel, with part of the aid provided by DG ECHO.
- Over the next 72 hours, very heavy rainfall, strong winds, and storm surges are forecast for Jamaica, eastern Cuba, most of Haiti, and southern Dominican Republic. NOAA has issued hurricane warnings for Jamaica and southern Cuba.

- On 28 October at 3.00 UTC, Hurricane MELISSA centre was located about 145 km southwest of Jamaica, with maximum sustained winds of 278 km/h (Category 5). It is forecast to move north-northeastward and make landfall west of Black River city (Saint Elizabeth parish), on 28 October in the afternoon (UTC), as a Category 5 hurricane.
- In Haiti, according to UNICEF, as of 27 October, the death toll stands at three, 16 people have been injured, 3,600 people are sheltered according to CDEMA and ten houses damaged. IFRC reports in Jamaica 485 displaced people, and at least 1,6 million of affected people with a potential exposure on the entire population; in the Dominican Republic two fatalities, 3,785 displaced people, and almost 1,3 million affected people. Approximately 2,000 and 800 people have been affected in the Bahamas and Panama, respectively.
- After landfall, MELISSA is forecast to move northeastward to Cuba, making a second landfall in the morning of 29 October with winds of up to 167 km/h (Category 2).

- Hurricane MELISSA made landfall as a Category 5 hurricane very close to Black River city in St. Elizabeth Parish, southwestern Jamaica, in the evening of 28 October (UTC). It then crossed western Jamaica and continued northeast, making a second landfall over the southeastern coast of Cuba approximately 30 km west of Santiago de Cuba. As of 29 October at 7:10, its centre was inland, roughly 30 km east of Chivirico, with maximum sustained winds of 195 km/h.
- In Jamaica, 6,000 people are currently displaced, with 800 shelters activated nationwide. In Cuba, at least 750,000 have been evacuated. In Haiti, the death toll stands at three, while in the Dominican Republic, two people have died, and nearly 1.8 million have been affected. Preventive evacuations started in the Bahamas.
- On 27 October, Jamaica activated the Union Civil Protection Mechanism (UCPM) requesting water, sanitation, hygiene (WASH), energy and shelter items. Prepositioning and preparedness efforts are in place for Jamaica, Haiti, the Dominican Republic and Cuba. The Copernicus Emergency Management Service () was also activated on 26 October, with six products published so far.

- After its second landfall over Cuba on 29 October as a category 4 hurricane, MELISSA continued moving north-east and passed over The Bahamas on 29 October in the evening (UTC), with maximum sustained winds of 148 km/h (category 1). On 30 October at 6.00 UTC, its centre was located over the North Atlantic Ocean with maximum sustained winds of 155 km/h (category 2).
- UN OCHA reports, as of 30 October, an unconfirmed number of fatalities, and approximately 1.5 million affected people in Jamaica. In Cuba, around 735,000 evacuated people across 900 shelters are reported. Needs assessments are ongoing in the affected countries, including Jamaica, Cuba and Haiti, and ECHO-funded partners started their response.
- MELISSA is forecast to continue moving north-east to pass approximately 240 km west of Bermuda on 31 October early in the morning, with maximum sustained winds up to 167 km/h (category 2).
- Following Jamaica’s request for assistance of the Union Civil Protection Mechanism (UCPM), France and Luxembourg have offered energy and shelter items. The Copernicus Emergency Management Service was activated in rapid mapping () mode on 26 October, and eight maps have been produced so far.

- Hurricane Melissa is moving northeast over the northern Atlantic Ocean, passing close to Bermuda after crossing Jamaica, Cuba, and the Bahamas between 28 and 30 October. As at 6:00 UTC on 31 October, its centre was located 240 km north-northwest of Bermuda, with maximum sustained winds of 150 km/h.
- Humanitarian partners and DG ECHO reported five fatalities, 12 injuries, 25,000 people sheltered, and 2.3 million affected in Jamaica. In the Dominican Republic, two deaths were recorded, along with 4,135 displaced individuals and 1.7 million affected. In Haiti, 23 people died, 13 are missing, 17 were injured, nearly 14,000 sheltered, and 2.3 million affected. In Cuba 17 people were injured, 735,000 sheltered, and 3 million affected.
- Melissa is forecast to move away from Bermuda in the morning of 31 October and pass south of Newfoundland’s Avalon Peninsula as a post-tropical cyclone between 31 October and 1 November.
- The Copernicus Emergency Management Service (EMSR847) was activated on 26 October, and 24 products have been published.
- On 27 October, Jamaica requested assistance through the Union Civil Protection Mechanism. France and Luxembourg offered shelter, WASH and energy items. Spain offered an Emergency Medical Team.
- From 31 October to 1 November, Bermuda and the Avalon Peninsula are expected to experience heavy rainfall, strong winds, and storm surge. Moderate rain with winds will persist across the region.

- Following the passage of hurricane Melissa over the Caribbean and Bermuda, the number of reported damages and casualties continues to rise.
- In Jamaica, 19 people have died, 96 others have been injured, and around 30,000 remain displaced. In Cuba, 735,000 people were evacuated across affected provinces, more than 60,000 houses and key infrastructure were damaged, and over two million people are in need of assistance. In Haiti, 24 people have died, 17 have been injured, and 18 remain missing. In the Dominican Republic, two people have died, and nearly 1.3 million have been affected. Additionally, in Bermuda, media reports indicate that 20,000 houses have power outages.

- The passage of hurricane MELISSA over the Caribbean (Jamaica, Cuba, Haiti, Dominican Republic) and over the Bahamas and Bermuda from 24 to 31 October, up to category 5 hurricane, resulted in more casualties, affected population, and damage.
- In Jamaica, IOM, WHO PAHO and HOPE report, as of 4 November, 28 fatalities, 96 injured people, and 30,000 currently displaced people. In Cuba, UN OCHA reports, as of 2 November, 287 health institutions have been affected and 600 educational centres, with more than 670,000 students remaining out of school. In Haiti, the death toll stands at 23 fatalities, and HOPE and IOM report over 14,000 displaced people. In the Dominican Republic, the death toll remains at two fatalities.
- On 1 November, DG ECHO has released EUR 5 000 000 to respond to Hurricane Melissa in Jamaica, Cuba and Haiti to address the most urgent needs of affected populations via partners.

- In Jamaica, UN OCHA and WHO PAHO report as of 5 November 32 fatalities, several missing, 25,000 currently displaced people in a number of shelters, and up to 1.6 million affected people. In Cuba, more than 120,000 currently evacuated people in several shelters and around 60,000 damaged houses were reported by the UN OCHA. The death toll across the country is still unconfirmed. In Haiti, the death toll rose to 40 fatalities, and UN OCHA also reports 13 missing people.

- The passage of hurricane MELISSA over the Caribbean - Jamaica, Cuba, Haiti, and the Dominican Republic - and over the Bahamas and Bermuda from 24 to 31 October, up to category 5 hurricane, resulted in more casualties, affected population, and damage. According to IOM and WFP, as of 6 November, around 6 million people were affected across Jamaica, Cuba, and Haiti.
- In Jamaica, the death toll stands at 32 fatalities, and the IFRC reports 30,000 currently displaced and up to 2.4 million affected people. In addition, IOM reports 3,902 damaged or destroyed houses across the island. In Cuba, IOM reports over 120,000 currently displaced people, of whom around 17,000 evacuated to approximately 80 evacuation centres. Around 60,000 damaged houses were confirmed in the country. In the Dominican Republic, a total of more than 194,000 people were affected. In Haiti the Civil Protection confirmed 43 deaths, 21 injured and 13 missing people. According to WFP, in some areas the hurricane wiped out 90% of agricultural production.
- Following Jamaica’s request for assistance of the Union Civil Protection Mechanism (UCPM), France, Luxembourg, Belgium and Germany offered assistance, including WASH, shelter, energy items, tools and PPE. The Emergency Medical Team type 2 (EMT-2)- offered by Spain arrived to Jamaica on 5 November.
- The Copernicus Emergency Management Service was activated in rapid mapping mode and over 100 maps have been produced so far.
