  • After making landfall in an area at the border between Rhode Island and Connecticut States in the afternoon of 22 August, tropical cyclone HENRI has weakened to a tropical depression as it moves north overland. On 23 August at 3.00 UTC, its centre was located about 40 km north-west of Hartford City (Wisconsin), and 55 km south-west of Springfield (Illinois), with maximum sustained winds of 45 km/h. 
  • A State of Emergency was declared for Rhode Island and 36 people in Connecticut have been displaced to evacuation shelters, as reported by the US Federal Emergency Management Agency (FEMA).
  • On the midday of 23 August, HENRI is forecast to turn eastwards and move across Massachusetts State, as a tropical depression. Then it is expected to reach the North Atlantic Ocean and further dissipate on 24 August.
  • A flood warning has been issued for Hartford City, while over the next 24 hours, moderate to heavy rain is forecast over the north-eastern USA.
